- Who is BHP?
- BHP is a self-funded medical, prescription, and dental plan for the exclusive benefit of it's members. Current plan members are: Butler County Educational Service Center, Butler County Technology & Career Development Schools, Butler County MR/DD, Edgewood City, Fairfield City, Great Oaks Institute of Technology and Career Development, Hamilton City, Lakota Local, Madison Local, Middletown City, Monroe Local, New Miami Local, Ross Local, and Talawanda.
BHP serves over 6,800 employee members and with their dependents over 18,000 lives . Since 1985, BHP members have worked hard to assure that our medical and dental plan is the very best it can be…at a cost we can afford.
BHP is a not-for-profit trust: 95% of each BHP dollar is spent to pay a member’s doctor, dentist, prescription or hospital bill. Only 5% of each BHP dollar is spent on administrative expenses and reserves. If there are surplus dollars at the end of the year, we hold them to offset future premium costs. BHP balances premium dollars paid by members to claim dollars paid for our members. No one makes a profit.

- What makes BHP different from other medical plans? YOU! You have a say in benefit changes! No other medical plan asks its members their opinion on plan design changes, i.e. what is covered, co-payment limits, etc. BHP does.
The 42 member Benefit Information Committee (BIC) studies suggested changes to BHP’S medical and dental plan design. Your district has 3 employee representatives:

These 42 people are your representative to the Butler Health Plan. BHP hears from you through your representative’s participation in four Benefit Information Committee meetings each year. Have a Question? Have a Suggestion? Contact your representative. Also say “thanks” to your representative for the time and energy spent to assure that our medical and dental plan is second to none. Most BIC reps volunteer their own time to serve on the Medical, Prescription, Dental and Wellness subcommittees. It’s here that our benefits are carefully scrutinized and recommendations to the Board of Trustees for change are made.

- BHP is governed by a 7 member Board elected by their peers to manage the plan. Five of the Trustees are administrators, one is a teacher and one is a classified employee. As a Trustee, each is a “Fiduciary” of the plan. Fiduciary means, each is legally accountable to steward BHP’s funds for the exclusive benefit of the members. Each year, the Trustees must determine how much premium is needed to pay our claims. The Trustees seek input from the BIC committee regarding plan satisfaction and when considering changes.
